Dr Smart grew up in Northern Ireland and was Commissioned into the Royal Air Force after college in 1982. He later went to Bristol Medical School in 1987, and after graduation completed a Family Practice Residency in Wales, passing MRCGP. He joined the RAF 4626 Reserve Aeromedical Evacuation Squadron in 1994, and attended the RAF School of Aviation Medicine.
In 1999, Dr. Smart completed an MSc in Space Engineering at Cranfield University, joined SPACEHAB Corporation, and worked at NASA JSC as the Human Systems Engineering Research Physician until 2002, attending the USAF School of Aerospace Medicine. In 2004 Dr.Smart completed a Fellowship in Primary Care Research at Baylor College of Medicine in Houston and an MPH in Occupational Medicine at University of Texas in Houston, joining the faculty as an as Assistant Professor of Family Practice. In 2006, Dr. Smart joined Wyle Laboratories in Houston in Space Medicine Advanced Projects. Dr. Smart was appointed as the Medical Director of Sarasota County Health Department in August 2007, and in 2012, Dr. Smart assumed a position as a Primary Care Physician with the Fort Belvoir Warrior Clinic in Virginia. Dr. Smart is Board Certified in Family Medicine.
Dr. Smart also has extensive training and experience in Community Disaster Management, both in the military and in civilian life, with the Texas-3 DMAT, Florida FL-3 DMAT, and with Baylor College of Medicine /Harris County Hospital District in Houston on the County Disaster Management Team. Dr. Smart has over 30 publications in Space Human Systems, Aerospace Medicine and Disaster Management. He is also a private pilot, sailor, and SCUBA diver.
